It's obvious why, just protecting me from bad guys. However, this box requires me to unclick 'Always ask before opening this file' which I do to keep the box away. Then I have to click 'Open' to access the file. WebClick your Start Button, then just type inetcpl.cpl and press Enter. On the resulting dialog, on the Security tab, click 'Custom Level'.
